At OPTIMIZED INVESTMENT PARTNERS (OIP), we desire to gain a deep understanding of our partners, by observing who they are, digging deep into the details that matter, deploying tools that make a difference, and respecting our client's money as if it was our own. Put simply, our team forgoes the one-size-fits-all paradigm and fosters an integrated and comprehensive team approach that optimizes our client's experience and outcomes versus the traditional investment advisory service model.
OUR STORY Our founder, David Bilby, developed these ideals as Finance Director/Treasurer for the City of Chula Vista in 2016, where he was managing an investment portfolio of over $300 million. Despite working with a prominent investment advisor, David noticed almost half of the City’s funds languishing in checking and pooled accounts. When he inquired, the advisor's response was less than satisfactory: "We're investing as per the City's instructions."
That's when David had a game changing idea: incorporate custom cash flow modeling into investment portfolio management. But when he proposed this to the advisor, the response was disappointing: "Sorry, we don't do that." Rounds of back-and-forth dialogue generated little progress and ultimately revealed that the conventional portfolio management system was incapable of delivering customized advisory strategies for the municipality's distinct goals.
Undeterred, David took matters into his own hands. He terminated the contract, brought investment advisory services in-house, and developed a robust cash flow model for the City, overlaying a sophisticated portfolio laddering structure that ensured liquidity for day-to-day management. The outcome was staggering: over $100 million more funds were added to the City’s actively managed portfolio with significant growth through this optimized approach.
This experience was the seed that took root. Informed by his experience as a finance director, David saw the widespread need for this INNOVATIVE approach. In 2022, Optimized Investment Partners was established with the objective to REVOLUTIONIZE industry practices by merging cash flow modeling with tailored portfolio laddering strategies, setting a new standard for investment excellence.

MEET OUR TEAM
David is the Founder, President, and Chief Executive Officer of Optimized Investment Partners, where he leads strategic direction, client relationships, and investment strategy development.
David has worked in many areas of city finance, including budgeting, municipal debt management, accounting, user fee studies, fiscal impact analysis, asset management, public/private partnerships, and procurement. He has completed dozens of public financings, together totaling over $1 billion, including CFDs, ADs, COPs, RDA, POBs, and LRBs. As an integral part of a team, he helped complete two successful sales tax measures. The municipal investment portfolios he has directly managed ranged from $50M to $400M.

Robert is our Co-Founder and serves as Chief Operations Officer and Executive Vice President at Optimized Investment Partners, where he oversees day-to-day operations, strategic planning, compliance management, and client relations. In his role at OIP, Robert ensures seamless execution of investment advisory services and maintains the operational excellence that supports the firm's rapid growth and perfect client retention rate.
Robert is a strategic executive leader and change agent with over 25 years of experience driving and optimizing business operations and services for large and diverse organizations, including J.P. Morgan Chase, Caliber Home Loans, and First American. He has led teams of up to 300 employees across the globe, tightly managed operating budgets exceeding $14M, and has an impeccable track record with internal and external facing audits.

Ronald serves as Chief Strategy Officer at Optimized Investment Partners, where he advises on business development initiatives, spearheads expansions into new markets, and scales the company's operations. As a seasoned business development expert, Ron leverages his extensive experience to identify and capitalize on growth opportunities to expand OIP's footprint. Ron works closely with the leadership team to devise and execute plans for scaling OIP's business, implementing scalable processes, and deploying resources efficiently to support sustainable growth. His expertise in market expansion and business scaling plays a crucial role in maintaining OIP’s position as a formidable player in the financial services industry.
Ronald is a proven executive leader and strategic business development expert with over 10 years of experience driving operational excellence and expansion initiatives across financial services, emergency services, and public safety sectors. He has led complex contract negotiations and management across municipal, federal, and fire district partnerships, while successfully managing strategic leadership initiatives, turnaround strategies, and emerging technology implementations. His experience spans from serving as Chief Operating Officer at Capstone Fire & Safety Management to Regional Director at Global Medical Response (Capstone), where he developed expertise in operations, logistics, technology integration, and human capital management that directly translates to his current consulting role.
